Arrange 11 cookies around inside edge of 9-inch pie plate; press into side of pie plate. Press remaining cookies onto bottom of pie plate.
Add milk to peanut butter in medium bowl; whisk until blended. Add dry pudding mix; whisk 2 min. Stir in 1-1/2 cups whipped topping; pour into crust.
Refrigerate 1 hour or until firm. Top with remaining whipped topping before serving.
